Commissioners approve suite of grants and contracts including drug-treatment, mediation and airport projects

Carroll County commissioners on March 6 approved a package of grants and procurement contracts that county staff said will fund court services, treatment programs and airport infrastructure.
Highlights of the votes included approval to submit and accept a FY26 Office of Problem Solving Courts discretionary grant of $381,438.50 for the Carroll County Adult Drug Treatment Court with a county match of $4,745; unanimous approval followed a brief presentation describing the program’s biweekly court appearances, case management and treatment supports. (Presenter described the drug court as a ‘‘crown jewel’’ program aimed at reducing recidivism.)
The board also approved the submission and acceptance of a FY26 Alternative Dispute Resolution (ADR) grant for the circuit court. Presenters described the ADR award as covering an ADR practitioner position, mediation services including for child-in-need-of-assistance cases, and training; the total grant request was listed as $994,979.58 with no county contribution.
A jurisdictional family services grant to fund visitation-center staffing, a guardianship liaison and contracted evaluation and security services was approved; presenters said the grant covers multiple staff and contractual positions and reported no county match required.
Separately, the commissioners authorized spending for medication-assisted treatment (MAT) services at the Carroll County Detention Center: $248,655.16 to PrimeCare Medical Inc. and $90,000 to Genesis Treatment Services, both to be paid from the opioid restitution settlement grant. The board also approved up to $400,000 to Carroll Occupational Health for occupational physicals and drug testing for career and volunteer Fire/EMS employees and volunteers; staff said these are budgeted FY25 items.
On infrastructure, the board authorized a $95,000 task order to Delta Airport Consultants for design, engineering and bidding services to replace and relocate the Automated Weather Observation Station (AWOS) at Carroll County Regional Airport, with 95% of the cost to be reimbursed by a federal IIJA/FAA grant and a 5% county share. The board also approved a separate $99,800 task order for pool demolition, infill and grading on a recently acquired airport parcel needed for runway/taxiway relocation and safety enhancements; staff said those project costs are likewise 95% IIJA-funded.
Authorization was also given to use the Wallace Montgomery term contract for an on-site contractual traffic engineer (up to $52,000) while the county continues to recruit for the vacant permanent position.
All motions reported in the meeting were moved, seconded and carried with recorded 'Aye' votes and no recorded oppositions.
Funding sources and priorities: presenters repeatedly noted which items are grant-funded (IIJA, opioid restitution settlement, Office of Problem Solving Courts, ADR funding) and where a local match is required (the AWOS and airport parcel work each carry a 5% county share). Several commissioners asked clarifying questions about federal-grant risk and reimbursement timing; staff said they are monitoring federal guidance.
The board’s approvals move the projects into contract or procurement phases where staff will execute task orders, oversee bidding and return to the board as required by county purchasing rules.
