Irving council discusses $100,000 inclement-weather shelter agreement with Life Change Housing

Imelda Speck, senior manager of Housing and Redevelopment, described the program’s operating parameters: shelter activation will be based on a forecast of 32°F (or 35°F with precipitation), openings are typically announced at least six hours in advance, the shelter is intended for single adults with a capacity up to 85 people, and services would include transportation, pet kennels, meals, laundry, showers, and limited housing-focused case management when shelters operate on consecutive days. Staff said family cases or unaccompanied youth would be coordinated with Dallas County partners for hotel placements or alternate arrangements.
Speck said the agreement is structured as reimbursement-based: eligible costs (facilities, operations, food, staffing, health and safety supplies, and up to 10 percent administrative costs) will be submitted monthly; staff plans up to 30 days to process complete reimbursement packets. Monthly reports and end-of-year cumulative reporting—tied to HMIS data entry requirements—will be required for program evaluation and for council consideration of any renewal. The proposed agreement includes up to four one-year renewal options, but staff emphasized renewals are not automatic and would be recommended based on performance and evaluation.
Council members pressed for clarity on evaluation metrics, whether case management responsibilities overlap with day-center services, and how incomplete or unused funds would be handled. Staff said the first required monthly report would be due in January if the agreement is approved in December, and that monthly reimbursements would be allowed during the operating term.
Next steps: staff recommended approval of the agreement and said renewals would be placed on the council agenda with staff recommendations based on contractual performance.
