Carroll commissioners approve consultant contract and multiple grant submissions and acceptances

- Zoning/code consultant contract: The board approved transferring $76,743 from the contingency reserve to Planning & Land Management and awarded a consulting contract to Michael T. Baker International, Inc. to review county planning documents and development and zoning codes. Procurement staff said three firms responded to the RFP.
- CSP Hub application: The board authorized submission of a Coordinated Community Supports Partnership hub application and acceptance of awards; staff proposed a slate of providers (Shepherd Pratt, Carroll County Youth Service Bureau, Advanced Behavioral Health and Boys & Girls Club) to serve school‑age students and families — staff estimate the combined programs could reach roughly 810 students pending final funding from the Community Health Resources Commission.
- Continuum of Care renewal: Following HUD guidance and litigation developments, the board approved renewing existing Continuum of Care projects. The county match for the renewal was listed at $50,037; the projected grant award was listed in staff materials.
- Rural Health Transformation Program (Whole Blood Enhancement): Fire & EMS described a five‑year grant opportunity to expand local whole‑blood capability (vehicle, training, equipment, AABB accreditation). The board authorized submission and acceptance of the $911,311 grant request; staff said there is no county match required for the grant period.
Each item passed in open session after staff presentations and motion/second. Where outside funding is contingent on state or federal review (for example SHA sign permits or CHRC awards), staff said they would return with procurement actions and award details once funding levels are confirmed.
