Taft council approves consent calendar including telecom ground lease and vendor agreements

The Taft City Council approved consent calendar items 8 through 12 by a 5-0 roll call vote at its Feb. 3 meeting.
Items approved included the minutes for the Jan. 20, 2026 meeting; payment of bills described in the record as "some 600,000 and change"; an updated agreement with Vincent Griffith, dba Native Productions, to provide video and live-streaming services; and a resolution authorizing bank card services.
The council also approved a replacement communications ground lease agreement with the California Department of Technology for a telecommunications site as part of a middle-mile broadband network, terminating a prior agreement. The staff report identified the parcels involved using APN numbers 220-290-10 and 220-042-05 and recommended the council find the project exempt from CEQA under the guideline language recited in the staff presentation. The transcript records the CEQA citation in the meeting as "section 15 3 0 3 of the CEQA guidelines" and earlier staff also cited "section 15 0 6 0 c 3 and section 15 3 78" when discussing exemptions.
Councilmembers had no further discussion and the clerk recorded a unanimous roll-call approval. The consent items were enacted by one motion and the mayor was authorized to execute the agreements where applicable.
