North Miami approves sale of small alley segment to private owner for $245,000

The North Miami City Commission voted Jan. 6 to approve the vacation, abandonment and sale of a roughly 145‑linear‑foot segment of a 15‑foot‑wide city alley east of 12255 Northeast 16th Avenue to 1590 Northeast Holding LLC for $245,000.

Community Planning & Development Director Debbie Love told the commission the city obtained two appraisals (reported in the record as $250,000 and $245,000) and that the charter requires the sale price be no less than 90% of the highest appraisal. The applicant initially proffered $240,000, and after discussion commissioners negotiated and recorded an agreement for $245,000.

Council members asked for clarification on the appraisal methodology, discussed whether the city should insist on 100% of the higher appraisal, and disclosed ex‑parte contacts. One commissioner described meeting with the applicant and their representatives; another disclosed having ex‑parte communications. Staff confirmed planning‑commission approval and recommended conditions.

The approval carries conditions listed by staff: required easements for utilities as determined by Public Works and relevant utility companies; payment in full prior to deed issuance; and unification of the parcels within 45 days of approval. Council moved and seconded the sale at the $245,000 price point and voted 5‑0.

The decision was made in a quasi‑judicial portion of the meeting; the applicant’s attorney confirmed a separate settlement and easement with a neighboring property owner and indicated no impediment to the $245,000 condition. The city will record a deed only after required conditions and payments are satisfied.
