Council awards SportsPlex contracts for card processing and AstroTurf infield turf project

Jackson City Council on Feb. 3 approved two SportsPlex procurement items: a one-year card-processing contract (with four one-year options) and a multi-field infield turf replacement contract with AstroTurf Construction Corporation.
SportsPlex staff recommended Simmons Bank (partnering with Elavon) based on competitive bids and projected savings. “Based on our real numbers from last year…it will show a savings of around $8,000 a year for us,” the SportsPlex director said. Council approved the card contract by unanimous vote.
Council also awarded the AstroTurf contract after the project engineer, Jake Winters of Thielam Associates, explained stormwater controls built into the design. Winters said the design assumes existing detention ponds are adequate and adds subsurface rock and a drainage layer beneath the proposed turf so there will be no increase in off-site runoff. Staff said construction will be phased, with a maximum of three fields offline at a time to allow tournaments to continue; materials mobilization would take about 3–4 weeks, with roughly 30 days per field and a worst-case completion timeline of 15–16 months for the entire complex.
What happens next: Staff will proceed with preconstruction activities and scheduling; council asked staff to report back on remaining engineering questions raised by council members about stormwater and scheduling.
