On Feb. 4 the Middletown Planning Board approved a resolution allowing conversion of an existing restaurant at 71–79 Railroad Avenue into a hairdressing and beauty training school operated by Il Sung Seon. The applicant appeared with an interpreter and described plans to provide hairdressing and beauty training, including issuing licenses to students.
Board members emphasized two regulatory requirements: the training school must obtain the appropriate educational license from the State of New York, and because the property lies within the DMU zoning district it must appear before the Architectural Review Board for any exterior modifications or signage. The board also confirmed it would waive certain parking requirements applicable to residential apartments but noted commercial uses rely on existing arrangements.
Middletown fire inspector Andrew Witkowski told the board he had no outstanding objections, having coordinated with absent staff (Mister Martinez). After discussion the board voted to approve the resolution; members wished the applicant luck and advised coordination with DPW for permits.
The board’s approval does not substitute for state‑level licensing or ARB approval; those steps remain conditions for lawful operation of the training school.
