Planning staff told the board the applicant is ‘‘actively pursuing different avenues’’ to secure a franchise partner while continuing on‑site work under a building permit that, staff said, remains open from roughly a year ago.
Board members pressed staff for evidence the project is moving forward; Mister McCormick asked explicitly whether the project is still in a holding pattern. Planning staff responded that the applicant is seeking franchises and has taken steps such as pulling a building permit, though the permit has not been closed out.
The board conducted a roll‑call vote and recorded affirmative votes from Mister Madden, Mister McCormick, Miss Witt, Miss Dupree and Mister Higbee. No abstentions were recorded. No conditions beyond the standard permitting and inspection requirements were added during the discussion.
The approval extends the life of the site plan and special use permit for six months and is the third extension requested for the project. Next steps remain with the applicant to finalize franchise arrangements, close outstanding building‑permit items and satisfy any Architectural Review Board or department permit requirements before full build‑out proceeds.
