The Papillion City Council approved a Class C liquor license and manager application for DRC Foods Corp doing business as El Muchacho Allegra at 8810 South 71st Plaza.
During the public hearing for Resolution R260020, the applicant described plans for a locally owned restaurant and said this would be its third local location. After no opponents appeared, Councilman Sunday moved to approve the resolution and Councilman Glover seconded; the minutes record an 8-0 approval.
In administrative reports before the consent agenda, Miss Powers updated the council on several city matters: registration for the League of Nebraska Municipalities midwinter conference (Lincoln) with a deadline the coming Friday; early planning for Papillion Days led by the Papillion Community Foundation with temporary changes anticipated while City Park construction concludes; and the near-complete library master plan with consultant Clark and Anderson scheduled to meet with council members Feb. 17 and hold public open houses in March. Miss Powers also reported that qualification proposals were received for two contractor-at-risk projects — three proposals for the Papio Bay renovation and nine for the Halleck Park inclusive playground — and selection committees would meet in February to produce recommendations to return in March. She reminded the council that City Hall will be closed Feb. 16 for Presidents' Day.
Council thanked the applicant and noted staff will proceed with the administrative steps required to finalize licensing.
