After the public hearings the commission held a required training session led by the city attorney and Deputy City Manager Dan Mathis that covered Sunshine/Open‑Meetings law, public‑records obligations, ex‑parte disclosures, conflicts of interest, quasi‑judicial evidence standards and the role of the comprehensive plan in land‑use decisions.
The city attorney emphasized that ex‑parte communications are not illegal but should be disclosed on the record: "It is not illegal. But we do ask that it be disclosed," he said, noting disclosure helps preserve due process and allows other parties to follow up with sources. The attorney reviewed conflict‑of‑interest provisions and voting obligations under Florida law and explained that commissioners must usually vote unless a legal conflict exists.
Deputy City Manager Dan Mathis outlined an upcoming comp‑plan charrette, described the charrette's open‑studio sessions and encouraged commissioners and residents to participate in a four‑day community engagement process. "I'm super excited about this comp plan charrette coming up," Mathis said, and staff encouraged commissioners to attend the advertised sessions and to use staff briefings to prepare for hearings.
The training closed with reminders about public‑records retention (texts and emails about board business are public records) and guidance on when to request more formal conditions or evidence in contested quasi‑judicial matters.
