Green Tree council adopts new meeting order, announces committee slate and vacancy timeline

Summary
The council voted to change its order of business—adding public‑comment slots before and after council business—announced six committee chairs and members, accepted a resignation and set an application/interview schedule to fill the vacancy.
At the Feb. 2 Green Tree Borough Council meeting, the council adopted Resolution 13‑81 to change the official order of business and announced a full slate of committee chairs and members as part of a governance reorganization.
Council President Ray said the updated format "adds public comment both before and after" council business and limits the early comment period to agenda items only, a change he said responds to more than a year of resident feedback and is intended to improve transparency and public engagement.
The council also accepted the resignation of Shannon Baron effective Jan. 27, 2026. Solicitor Jay/Jacob explained the legal process for filling the vacancy: the borough will advertise the opening for 10 days, collect applications, schedule 20‑minute interviews and make an appointment within 60 days. The solicitor further advised that state election law may require the appointee to serve until the next general election (Nov. 2027) rather than the remainder of the four‑year term, and the council said it would advertise the vacancy consistent with that opinion.
Committee assignments were announced for immediate effect. The six committees (Community & Employee Engagement; Community Assets & Recreation; Economic Development & Planning; Finance & Administration; Public Safety; Public Works & Infrastructure) each will have a chair and two members and are expected to meet at least monthly, the council said.
What’s next: the borough will post the vacancy advertisement and schedule interviews (tentative interview date Feb. 25 with backups); committee chairs were asked to meet early to set priorities and report back to full council in public.
