“One of the reasons to move forward is that the grant is already secured,” a council member said, adding that the award lets the borough capture funding and complete the required work.
Council discussed alternatives and asked engineers whether other eligible projects could earn equivalent MS4 credit. The borough solicitor and engineers advised the council that the listed scope was the viable option for the award and that grant restrictions likely limited repurposing the funds.
Council voted in favor of the award. Members said they were uncomfortable with the cost but recognized the grant and regulatory context made moving forward the practical option.
