County approves Fluid Interiors furniture agreement for courthouse FFE, cites cooperative purchasing rule

County staff summarized a proposed furniture, fixtures and equipment (FFE) agreement with Fluid Interiors and recommended approval. Staff described three soft-cost categories (design, project management and installation) that together equal about 13% of an overall $1.5 million FFE budget.
The procurement will use the Omnia National Purchasing Alliance. Staff noted that purchasing through a national cooperative satisfies the competitive-procurement requirement described under Minnesota Statutes, and specifically cited Minnesota Statutes 471.15 regarding joint-power cooperative purchasing and purchasing-alliances as a means to meet state competitive-purchase requirements.
Online representatives from Fluid (identified in the record as Mike and Becky) were available to answer questions. After brief discussion and clarification from staff, the board moved and approved the agreement by voice vote.
