Town staff asked the Danville Town Council for consensus to issue a request for qualifications (RFQ) to select a build-operate-transfer (BOT) provider that would study wastewater, stormwater and related water projects and produce detailed cost estimates and implementation options. The presenter framed the RFQ as an exploratory, no-upfront-cost step to get accurate project numbers and provider proposals.
Several council members said they were willing to move forward with an RFQ but expressed reservations about committing without clearer assurances of value. "I'm still have reservations about how we are assured that we're getting the best value for our dollar," one councilmember said, urging more detail once the RFQ yields candidate proposals. Staff replied the RFQ phase would only start the process and that the town would not incur major costs until a provider and project list were chosen.
During discussion staff and council returned to broader utilities planning and rates modeling. One staff speaker warned that preliminary roll-up figures for the suite of water, stormwater and wastewater projects could be large: "Preliminary numbers are $50,000,000 by the time we do all these projects," a presenter said during the discussion, and staff committed to returning with more narrowly scoped numbers and revenue/expense roll-ups in March (the presenter said numbers could be available by the 18th). Council directed staff to proceed with the RFQ and to bring detailed figures back for review and rate modeling before any costly commitments are made.
