Danville Council approves spring and summer special events, waives fees for nonprofit organizers

The Danville Town Council on Tuesday approved a series of special-event permits that will close downtown streets for a March 17 5K and a summer Porch Fest, and cleared a May 9 downtown showcase. The approvals were unanimous, with each motion carrying 5-0.

Council heard from a presenter identified in the transcript as mister Ford, who provided signature pages for each event and outlined locations and times: Patty’s on the Square 5K will run through Glenwood, Ellis Park and the downtown square; the Hendricks County Office Showcase is set for May 9 (with a second date Sept. 26); and the Porch Fest and plein-air events are planned for Aug. 8 with multiple street closures and a concert running into the evening. The presenter noted that volunteer barricade crews and golf-cart access plans will be used for traffic control.

Council members pressed staff on liability and insurance for events held on town streets. One councilor asked whether the town’s insurance covers events that are not town-hosted; staff replied that event insurance is carried by the organizing partnership and that the town’s exposure is mitigated by waivers and permit conditions. Council also confirmed a practice of waiving fees for 501(c)(3) or nonprofit events while charging fees for profit-making events.

Motions to approve the events were made on the record as follows: Patty’s on the Square 5K (motion carried 5-0), Hendricks County Office Showcase (motion carried 5-0) and the Porch Fest/plein-air event (motion carried 5-0). The council recorded no dissenting votes.

The council did not set conditions beyond standard permitting requirements; staff will finalize permit details and oversee street-closure logistics and event insurance documentation before the events take place.
