Commission finds Garfield Street project historically significant and issues support letter for CPA funding

The Springfield Historical Commission on Feb. 5 voted to find a Garfield Street property historically significant under the standards referenced in Chapter 44B and to issue a letter of support for a Community Preservation Act funding request to repair siding and exterior trim.

Staff explained the Community Preservation Committee (CPC) had asked the commission to indicate whether the property meets the CPA definition of a historic resource (Chapter 44B). Commissioners discussed whether their historical determinations had previously relied on factors such as district listing and age and whether a deeper historical‑structure analysis was required. Several commissioners said that when a property is located in a local historic district and on state registers the commission has historically treated that as sufficient for CPA determinations.

After review, a commissioner moved that the commission make a determination that the property is a historic resource and to issue a letter of support for CPA funding for the proposed restoration work; the motion was seconded and passed. The commission asked the attorney to confirm whether the commission’s prior, practice‑based criteria are legally sufficient going forward and requested clarified language for future determinations.

Staff will forward the letter of support and the commission’s determination to the CPC; the applicant may proceed to the CPC’s funding process with the commission’s documentation on file.
