At 477 State Street, applicant Janine McDonald described a proposal to install 32 black vinyl double‑hung windows with 2‑over‑2 exterior grids; she told the commission no windows currently existed on that elevation. Commissioners reviewed product specifications and the proposal was moved and approved by recorded vote.
At 45 Greenleaf Street the petitioner presented a hardship case; commissioners examined the proposed United 7400‑series windows in black with no external grids and discussed sill depth and frame profile. Commissioners concluded the black exterior and lack of visible external grids on the primary facades made the proposed replacement acceptable under a hardship finding; the commission moved, seconded and approved the certificate of hardship.
Both approvals included staff direction to include product samples and photographs in the administrative record and to confirm installation details at final inspection.
