City planner Amy Rasek, of Harris and Associates, told the commission the site is zoned Central Commercial, where car dealerships are allowed with a conditional use permit. Rasek said staff recommended approval, reporting that the applicant will store and display vehicles inside the existing garage, will not perform repairs on-site, and will not display cars on the street. The applicant proposed hours of operation of 9:00 a.m. to 5:30 p.m. Monday through Friday and 10:30 a.m. to 3:30 p.m. on Saturdays; the business would be closed Sundays.
During questioning, a commissioner asked whether an outdoor or side area would be used for display; Rasek and the applicant confirmed vehicles would be kept inside. Commissioner Michael asked whether the inventory would be general used cars or a specialty for raceway customers; applicant Mohammed Khalik said the lot will sell general used cars. A member of the public, resident Doug Ross, asked whether sales would be online-only; Khalik responded that cars will be marketed online and the garage will be open for walk-ins.
After the public hearing, a commissioner moved and another seconded to approve the resolution granting the conditional use permit (CUP25-05). The commission approved the motion by voice vote; the record indicates Commissioners present voted in favor and Commissioner Brat was absent.
The permit allows the use as described at the hearing; no additional construction or on-site vehicle repair was proposed. The applicant thanked the commission after the vote. The commission did not place additional conditions on the permit during the meeting.
