Council introduces stormwater-quality ordinance required by state; no new city expense, staff says

Javier presented an ordinance (2026-01) on Feb. 5 to add Chapter 13.8 to Title 13 of the Parlier Municipal Code to bring the city's ordinances into alignment with state stormwater-quality requirements.
“The state is requiring all the cities to comply with stormwater runoff,” Javier said, explaining the ordinance would codify practices the city already performs, such as basin maintenance and preventing illegal dumping into stormwater basins. Javier told the council there is no additional city expense because staff already carries out the required work.
The council opened the public hearing; there were no public speakers and the council waived first reading and introduced the ordinance by unanimous vote.
Outcome: Council introduced Ordinance 2026-01 (adding Chapter 13.8 to Title 13) and waived first reading; staff will return with any necessary implementing steps as required by state law.
