Staff reports: 2025 pavement work, street operations and utilities update including PFAS treatment

Public works staff closed out a busy 2025 construction season and reported results from pavement and operations work, while utilities staff updated the committee on PFAS pretreatment and well operations.
"Pretty much all of that we had planned to get done got done," Speaker 5 said, summarizing pavement work. Staff reported 16.1 miles of asphalt roads received surface treatment or new asphalt in 2025 (about 13.5% of total miles) and about 23 miles received crack sealing. Staff said Birch Street (between Weston Ave and Cranberry) was not pulverized before winter and will be addressed with a change order for spring work.
Street operations staff (Speaker 8) said seasonal activities included suspending the street sweeper in cold weather, completing leaf and brush pickups (with some neighborhoods serviced multiple times), patching while hot-mix plants were available, thermoplastic work around manholes and valves to protect plow blades, and servicing snow equipment for winter readiness. Staff also consolidated and palletized salvaged lighting from the Sculptor Avenue project and prepared items for winter auction.
On utilities, Speaker 6 said crews completed hydrant maintenance, water main flushing, private well sampling and lift-station work. Notably, the PFAS pretreatment project for Well 3 remains under review with the Public Service Commission for construction authorization. To secure PFAS compliance sampling, staff intentionally pumped Wells 1 and 5 to waste in November to allow sampling cycles; Well 4’s output through the PFAS system increased as a result.
"We basically just pump that to waste enough so we could get our quarterly compliance sampling for those 2 wells," Speaker 6 said, describing the temporary pumping strategy for compliance tests.
Operational notes and next steps - Staff expects construction authorization on the Well 3 PFAS pretreatment by the end of the month, pending PSC review and technical clarifications. - SCADA telemetry remains functional but staff will troubleshoot alarms and communications station by station over winter. - Staff will list surplus equipment (including the 2019 Peterbilt vac truck) for auction with the selected vendor and return with sale results.

The committee’s approvals (change order for hospital-area repaving, maintaining seasonal weight limits) frame which projects proceed next spring.
