The Public Works and Utilities Committee recommended that the Village Board award the Well 3 PFAS pretreatment contract to 8 Pine Construction (8 Pine Inc.), the low bidder.
Speaker 3 reported the project addresses iron and manganese pretreatment ahead of PFAS treatment at the water treatment plant. Bids were opened with 8 Pine submitting the low bid; staff and AECOM recommended award. The low bid was reported in discussion as $3,748,603.40 (the motion language cited $3,748,603.48, a typographic inconsistency discussed in the meeting).
Committee members asked about project timing, alternates included to meet Build America, Buy America requirements, and the anticipated working-days contract of roughly 400 working days from notice to proceed. Staff said actual construction would wait for DNR confirmation and funding program approvals; procurement for long-lead equipment can begin sooner.
Separately, utility staff (Speaker 9) reported that GAC (granular activated carbon) tanks at Well 4 are installed and initial start-up tests have been taken; committee members were told they expect PFAS sampling results from the lab this week and will seek DNR blessing before pumping Well 4 back into the distribution system.
