Executive director: Boatworks, ThetaCare openings; Merc Marine CSM recorded; Merge default noted

At the RDA meeting the executive director summarized ongoing development activity across Oshkosh and flagged items requiring staff follow‑up.

Projects: The Boatworks redevelopment is progressing, and ThetaCare has opened its clinic and begun accepting patients (staff observed the facility ready ahead of its advertised 8 a.m. opening). Staff expects tax increment financing to begin generating next year for those properties and plans to present pro formas when available.

Merc Marine: Staff reported that the certified survey map (CSM) for Merc Marine has been completed and recorded. Merc Marine submitted its own offer to purchase with proposed terms; staff is reviewing that offer with the city attorney, including proposed Riverwalk easement language tied to future transfers.

Merge/defaults: The executive director said Merge received a notice of default for failing to build Building No. 3 and had indicated it would not take corrective action. Staff said remedies are limited under the developer agreement and that increment for future buildings would be reduced unless the developer seeks council approval.

Other items: Staff updated that Washington School District development has completed right‑of‑way stormwater grading and that deed restriction work is paused while legal reviews enforceability; Habitat closed on four lots with an option on five more; the corridor project remains on time; and staff are developing internal deadlines to ensure packet materials are submitted earlier for RDA review. The board confirmed the next RDA meeting for March 18 at 4 p.m. and adjourned.

The executive director did not announce final enforcement actions regarding Merge; staff will continue legal and administrative follow‑up as needed.
