The Oshkosh Redevelopment Authority on Tuesday approved the sale of a city lot at 1122 High Avenue to CBL Properties for $10,000, clearing the way for a two‑unit duplex with a detached garage containing an accessory dwelling unit.
Unidentified staff presented aerials and preliminary plans for the parcel, which the city acquired by donation in 2019 and demolished after a structure fire. Staff said planning reviewed the proposal and raised no issues; ADUs are allowed under current city rules. The offer lists a projected build timeline of three to six months.
The board moved and seconded approval of Resolution 2601 and adopted the sale by roll call (recorded ayes; chair announced “Motion carried 5 0”). Staff noted that the buyer will have to obtain standard building and planning approvals before construction begins and that final plans will include a basement.
Board members asked whether the project would target student housing; staff said that has not been determined. The applicant indicated they were present to answer questions. Several members welcomed the infill project and expressed support for filling a long‑vacant lot.
The RDA’s approval is limited to acceptance of the offer; CBL Properties must complete required permitting and any outstanding administrative conditions before construction starts. The next procedural step will be the buyer’s submittal of final plans to building and planning staff.
