Star Council approves two annexations, tables impact‑fee item and authorizes employee benefit options

At its Jan. 20 meeting the Star City Council handled several procedural and administrative items: it approved a 0.15‑acre annexation (Sunwell/Sunwall) for a narrow strip behind Starpoint subdivision, tabled an impact‑fee update to Feb. 17 to allow staff and stakeholders to verify numbers, adopted a revised area‑of‑impact map, and authorized staff to pursue employee benefit options.

Sunwell annexation: Staff described the parcel as an undevelopable 0.15‑acre strip to be merged into adjacent Starpoint lots. Applicant Sean Sunwell said he will complete lot‑line adjustments; council approved the annexation by roll call vote.

Impact fees: Council tabled the proposed City of Star improvement plan for parks, pathways and police to the Feb. 17 meeting so staff can confirm figures with stakeholders.

Area‑of‑impact boundary: The council adopted Resolution 2026‑01 to readopt the city’s area‑of‑impact maps to match recent Canyon County changes.

Employee benefits (FSA and supplemental insurance): City clerk Shelley presented options. HealthEquity quoted approximately $250 per year plus roughly $2.95 per participating employee per month to administer a flexible‑spending account (FSA); IRS limits apply (medical FSA 2026 cap noted at $3,400 with a modest rollover allowance). Clerk reported interest among employees and staff proposed an education period before launch. Council authorized staff to move ahead to create an FSA using IRS limits and to offer supplemental accident/cancer/cardiac insurance as a voluntary group option; the authorization passed on a roll call vote.

Next steps: staff will return with implementation specifics, enrollment timing and final vendor contracts and will coordinate open enrollment with the city fiscal year and payroll.
