Champagne responded that the images "will not be kept" for general use and that detailed handling and retention rules will be set when a vendor contract returns to the council for review. "A lot of that's gonna be answered from the contract," the mayor said, adding the town will follow applicable state law.
The clerk read the legal notice for the hearing, which stated the proposed ordinance titled "school bus stop Arm Program and Enforcement" had been posted and was available at the town clerk’s office and on the town website. After public comment, an unidentified council member moved to approve the ordinance as proposed (the ordinance number was left blank in the record); the motion was seconded and the mayor announced the motion passed.
Council members and staff emphasized that the vote approved the ordinance framework only. The mayor and other council members said the actual operating details — including any contract with a private vendor who would operate the camera system, rules on evidence retention, and procedures for handling repeat offenders — will come back to the council as part of a separate contract approval process.
