Master Plan Review Committee outlines implementation priorities, urges members to prepare proposals

The Livingston Parish Master Plan Review Committee on Feb. 2 reviewed the implementation and tracking section of the parish Comprehensive Master Plan and urged members to identify measurable, realistic contributions to the plan’s five goal areas.

The chair walked members through page 66, which summarizes goals, measurable objectives and suggested implementation committees. She noted the master plan already lists five goals—transportation, land use and housing, economic development, infrastructure and drainage, and community amenities—and asked members to review strategies and return with proposals the committee can incorporate into the parish plan.

Why it matters: The plan’s implementation section identifies responsibilities, measurable objectives and timelines that guide capital projects and grant applications. Committee members highlighted that infrastructure and drainage efforts, including a drainage master plan and an asset-management plan, are already being pursued and are anticipated to be completed in 2026.

Committee guidance and next steps: Members agreed to absorb the material and draft concrete proposals for the next meeting rather than attempting to develop full proposals at the Feb. 2 meeting. The chair reiterated the Master Plan Review Committee’s role as an implementation partner and as a liaison between community stakeholders and the parish planning authority.

What did not happen: No new ordinances or funding commitments were made. The committee deferred detailed wording on a proposed oversight water committee to a follow-up meeting to allow staff and members time to prepare a council-ready recommendation.
