The council moved and seconded to consider the item on second reading and the Mayor announced the ordinance had been second read; a roll-call tally was not recorded in the transcript for that item.
The mayor framed the three-reading process as a safeguard for reconsideration: "When we pass a bill like these ones that we just passed earlier... we have to do what we call 3 readings... so this is what we call the second reading," he said.
Next steps: both ordinances will either complete a third reading in a future council meeting or be brought back if councilors propose amendments before final adoption.
