Council approves minutes, appointments and permits; schedules final readings and hears administrative updates

SACO, Maine ' The Saco City Council approved routine business items Monday and moved a handful of matters to upcoming meetings.
The council approved three sets of minutes (Dec. 15, 2025; Jan. 5, 2026; Jan. 12, 2026) by roll call vote (6-0), and passed the consent agenda that included certification of special-election results, multiple mayoral appointments to boards and commissions, the council schedule for April through June 2026 (including a March 30 additional meeting) and a massage-establishment license (consent motions passed 6-0).
William P. Doyle was sworn in as Ward 3 councilor.
On policy items, the council opened and then closed the public hearing on proposed amendments to Chapter 169 (Recreational Vehicles) and voted 7-0 to schedule the second and final reading for Feb. 9, 2026. The council also granted renewal of a special entertainment permit to the Fraternal Order of Eagles (DBA Saco Eagles #3792) concurrent with the establishment's liquor license (7-0).
Administration reported a draft memorandum of understanding with the University of New England to purchase and host wave gauges; the item will be back for a first reading Feb. 9. Deputy Administrator Prescott reminded the public that supported-entity budget request forms are due Feb. 9 (sacomaine.org/departments/finance), warned of parking bans and provided links to warming-center and parking information. Upcoming council meetings were listed as Feb. 9 and Feb. 23.
What's next: The RV ordinance amendments and the UNE MOU are scheduled for Feb. 9; the council is expected to consider the Blue Haven moratorium extension at an upcoming meeting.
