Harley Melhorn told commissioners the property’s future‑land‑use designation in the comprehensive plan is mixed‑use, which permits both residential and commercial uses; staff said the requested B‑3 zoning is consistent with that designation and would simplify entitlements by unifying parcel zoning prior to combining parcels via a certified survey map. Melhorn said the rezoning was initiated by the property owner (Wilkins Property LLC), not staff.
Commissioners asked staff to clarify what uses would be treated differently under the two zoning districts and noted the likely historical reason the parcels had different zoning. Staff recommended sending the ordinance to city council; the commission voted to forward the rezoning with a favorable recommendation. Melhorn said council will hold the first reading on Feb. 24 and take up the matter for disposition on March 10.
The planning commission’s recommendation does not itself change zoning; final adoption requires council ordinance readings and any required public hearings.
