Public commenters urge caution on cost-of-service metrics and criticize county administration

During the public comment period, two residents raised concerns about the county's direction on metrics and contracts.
Joe Spalding of Holland Township criticized contract and project management practices and sharply criticized county administration. He said contractors are sometimes able to secure costly extensions and accused county leadership of repeating contractor justifications; he addressed the chair: "This is disgusting," and said he wondered why the county pays "this clown $250,000" (reference to John Gibbs in his remarks). Those remarks were delivered as an individual commentator's opinion and were not part of any committee action.
Karen Ovid of Spring Lake said she was "watching and listening with great care" to the county's cost-of-service initiative. She cautioned that rushing to produce initial metrics could yield misleading early figures and lead to poor decisions, especially for essential services such as mental and public health. "You might end up with initial figures that are misleading and then make very bad decisions on the basis of that," she said.
The chair closed the public comment period and the committee proceeded with the agenda. Neither commenter requested committee action beyond public airing of concerns; no formal response or policy change was enacted during the meeting.
