Board hears December finance summary; staff report says no Impact Aid revenue in December

Herbie Ellison, the district’s finance coordinator, read the board summary report for December after the board pulled that item from the consent agenda for public reading. Ellison reported that "the total operational for the month of December was $3,001,279," detailed outstanding checklists and year-to-date figures, and noted program-specific balances for Impact Aid, JOM and Carl Perkins.
On Impact Aid specifically, Ellison said the district received no Impact Aid revenue in December and cited year-to-date figures for operational Impact Aid and capital outlay. She also reported Impact Aid expenditures for the month and year-to-date totals for discretionary programs. Finance staff explained spending delays resulted from processing "increased bars" (budget adjustments) that required state approval before funds could appear in district account codes; once approved, staff said, purchases and reimbursements could proceed.
After the report, the board approved routine consent items and later voted to authorize Superintendent Carlson as the district's authorized representative to sign the Impact Aid grant application. The board also approved the Johnson O'Malley (JOM) grant application and updated IEC bylaws related to JOM administration (see separate coverage).
