Ordinance 2026‑01: water element — Stephanie Eastburn (filling in for Rochelle) summarized the water‑use preservation element that had been presented at a prior meeting. Councilman Hoffman moved adoption; Councilman Thomas seconded. On a voice vote the ordinance was adopted without recorded opposition.
Resolution 2026‑02: roads policy — Judd (roads staff) presented a new roads policy developed with the manager’s office and community development. Council discussed the policy's purpose to set maintenance standards and avoid costly deferred repairs; Councilman Thomas moved adoption and Councilman Hoffman seconded. The resolution passed by voice vote.
Ordinance 2026‑02: Title 15 amendment — Nathan Harris explained that, alongside the policy, staff removed internal procedural items from Title 15 and retained truck‑route language and definitions to preserve criminal enforcement options for routes designated as restricted to trucks. Council adopted the ordinance on a unanimous voice vote.
Other procedural items — Council approved minutes from the Jan. 20, 2026 meeting and adopted a check registry into posted materials. Several council members discussed posting transparency documents (audits, budgets, check registry) as links on the county website for public access.
What’s next: Staff will circulate the road‑policy materials and proposed operational procedures to municipalities and will continue drafting language for agreements with utilities and municipalities to address road failures following utility trenching.
