BZA approves Parker's landscape variance at 191 Earth Road

The City of Columbia Board of Zoning Appeals voted Feb. 5 to grant a variance to landscape and interior planting requirements for a Parker's convenience store project at 191 Earth Road.
Joshua Cox with Foresight Group, the civil engineering consultant for Parker's, told the board that the request was limited to waiving a single required tree or a small interior planting island in front of the fuel canopy to preserve a clear visual corridor to fueling infrastructure and underground storage tanks. Cox said three parking spaces at the front of the store failed the canopy‑proximity planting standard.
No public opposition was recorded for the item. Following brief board discussion, a member moved to approve the variance subject to staff comments; the motion passed unanimously in the recorded voice vote.
The approval allows the project to proceed in permitting with the condition that staff comments be addressed during final site plan review.
