Glencoe seeks engineering contracts for 2027–28 street resurfacing, applies for federal STP funding

Staff presented two transportation requests to support resurfacing in 2027 and 2028: (1) engineering design preparation for a multi‑year resurfacing program and (2) a phase‑1 engineering contract with HLR to prepare Green Bay Road and Dundee Road for Surface Transportation Program (STP) funding.

Monica (Community investment staff) said the contracts are funded through motor fuel tax (MFT) money and that HLR assisted submitting STP applications in the prior fall. She said staff expects prioritization for federal STP grants sometime this spring and formal confirmation by June or July; if selected, phase‑2 engineering and construction funding would follow in subsequent federal cycles.

Board members questioned whether the village should combine two years of work into a single bid package to gain scale efficiencies; staff said they had considered that approach but favored breaking the work into phases to reduce community impact year‑to‑year while retaining the option to bid multi‑year work under contract language that preserves village control of timing and staging.

Staff also stressed the need to coordinate resurfacing with planned water‑main and sanitary projects to avoid rework; they said the overall approach will be reflected in the 10‑year CIP and in future contract drafting. The board asked staff to continue consultations with the village’s consultant on multi‑year contracting risks and to return with more details as designs and funding priorities firm up.
