Key conditions recorded in the rezoning include: limiting the site to duplex structures plus allowed accessory residential structures; a density cap of six units overall (equivalent to 15 units per acre for this site); perimeter landscaping with a 10‑foot outer buffer (a reduced 6‑foot eastern buffer was permitted provided planting counts remain equivalent); placement of four parking spaces per lot in front of buildings; and the use of vinyl board‑and‑batten as the primary exterior material as proposed in the applicant’s zoning conditions. The planning board recommended approval with conditions and the planning department found the request consistent with the 2045 comprehensive growth plan and downtown core future land‑use designation that encourages infill residential.
Councilmember Archer said she welcomed more duplex product downtown as an infill housing type; council then adopted the ordinance and the consistency/reasonableness statement by voice vote.
