Clayton to replace aging ERP system; Barry Dunn selected as top-ranked consultant

Clayton officials told the council they plan to replace the town’s aging enterprise resource planning (ERP) system in a town modernization effort intended to improve transparency, reporting and procurement functions.
Sean Mazzell, procurement, contracts and MWBE manager, described the formal RFP process: the town publicly posted the solicitation on the state NCEVP portal in May 2025, allowed a two‑week Q&A period with addenda, received 20 proposals and shortlisted three firms for in‑person interviews. "We read 20 proposals," Mazzell said, and the evaluation committee — composed of representatives from town leadership across departments — ranked Barry Dunn as the top firm.
Mazzell said the consultant will help develop the town's RFP for an ERP vendor, support vendor selection and contracting, and assist during implementation and vendor negotiations. Staff indicated contract negotiations are in a final phase and projected a January start with a project length of approximately 10 months (range 10–12 months depending on scope). The expected benefits named were improved efficiency, better reporting for procurement and more accurate townwide data to support decision‑making.
Councilmembers thanked procurement staff for a transparent process and noted the potential for cost savings by using a consultant to avoid problems other municipalities faced when selecting systems without upfront consultant guidance.
