Court backs conditional support for regional opioid grant and approves local abatement funding

Judge and magistrates described Gene's role in the county opioid task force and said he plans to seek a $1 million regional grant to scale local recovery and treatment services. The judge said the court would provide a conditional $5,000 local commitment if Gene's grant application is successful; if the regional grant is awarded, the county's existing $20,000 contract would be absorbed into the larger regional effort.
Gene (as recorded) said the regional approach would continue services currently provided locally and add staff to extend the model across the region. Magistrates raised contract and termination questions; they asked county legal staff about wording in the existing agreement that addresses obligations for third-party payments and reimbursement; county counsel agreed to tailor payment timelines and language as needed and extended typical payment terms from 10 to 30 days at the magistrates' request.
Separately, the court approved a memorandum of understanding to release $25,000 in opioid-abatement funds to Fresh Start Franklin after staff confirmed the project description and budget had been reviewed by the county opioid settlement advisor. In the voting session the court also authorized an agreement with the Bluegrass Area Development District regarding the Bluegrass Recovery Initiative.
What happens next: If Gene's regional grant is awarded, the county will execute the contract changes necessary to align the local contract with the regional grant and displace the local $20,000 agreement. The Fresh Start Franklin MOU funds will be released under the terms reviewed by county counsel and the opioid settlement advisor.
