Fresno appeals board adopts attendance rule limiting unexcused absences

The Fresno Building Standards Appeals Board voted to adopt a staff-drafted amendment to its rules that adds attendance requirements for members.
Staff presented a short proposal, drawn from language used by the Historic Preservation Commission, that would add Article 4, Section 3 to the rules: no member shall accrue more than five unexcused absences during a single fiscal year, and the secretary will notify that board member and the mayor’s office in writing if the limit is reached; removal from the board would be at the mayor’s discretion. Assistant Director Ashley Atkinson explained the board itself does not have authority to remove members — that power rests with the mayor — but recommended the language as a governance standard.
Board members spoke in favor, describing the amendment as reasonable and modeled on existing language used successfully by a different commission. A motion to adopt the amendment was made and seconded and the board voted in favor. The amendment was approved at the meeting.
The change is administrative and internal to board governance. Implementation, including any notices to the mayor’s office, will be managed by the board secretary per the adopted language.
