Planning Commission backs converting 601 S. Bridal into restaurant with banquet halls

The Elgin Planning & Zoning Commission recommended City Council approval on Feb. 2 for New Future LLC’s proposal to convert the former Golden Corral at 601 South Bridal Road into an Indian-fusion restaurant with two rentable banquet halls. Staff told commissioners the building would be reconfigured into roughly 7,532 square feet of restaurant space and about 3,634 square feet divided into two banquet halls that can be combined for seating up to 244 people.
Staff said the 2.7-acre site, part of the Spartan Green shopping center on the east side of Randall Road, currently provides 166 parking spaces. The zoning code’s parking standard for the combined restaurant and banquet use would require 197 spaces; the applicant requested a departure and staff said a verbal shared-parking agreement with the adjacent property owner is being finalized and would need to be in place before a certificate of occupancy. “We do believe that all applicable standards are satisfied,” staff said, recommending approval subject to conditions in the packet.
Applicant representative Silpa Yadla said the banquet component would be reservation-based, professionally managed and operate with on-site staff; she told the commission the team would work with city staff “to comply with all applicable requirements and conditions of approval.” The applicant said the restaurant hours would be daily from 11 a.m. to 10 p.m. and events would be organized primarily Friday through Sunday, with event hours up to 11 p.m. (the staff presentation also referenced a separate maximum event hour of 11 p.m.).
Commissioners confirmed county jurisdiction prevents a full egress onto Bridal Road and asked staff about access; staff said a curve on the county roadway prevents full access at the site. No members of the public spoke on the petition.
A commissioner moved to recommend approval of petitions 44-25 and 45-25 subject to the packet conditions and findings; after a roll call the motion passed 5–0.
Next steps: The commission’s recommendation will be forwarded to City Council for final action. Staff said the applicant must finalize any required shared-parking agreement and satisfy conditions in the staff packet before a certificate of occupancy will be issued.
