Council approved parks security contract; commission hears start date and patrol plan

The commission heard details about a new parks security services contract that city staff presented after City Council approved the award at its Feb. 3 meeting. According to staff, the RFP received 38 proposals and a technical review qualified 18 firms for interviews; the contract’s services will begin March 1.
Laura Hunter, who presented the item, said the scope emphasizes roaming security at the sports park during peak use (using a marked golf cart) and roaming inspections at Kavanaugh, El Toro, Heroes and Mountain View parks to address vandalism, vagrancy and illegal activity the city has logged through its ticketing system. Patrol schedules are designed around times staff identified as high‑risk — after school hours and weekend daytime hours at the sports park, and evening shifts at neighborhood parks — and the program can shift patrol days and locations if activity patterns change.
Staff said the sports park needed consistent coverage after last summer’s incidents with e‑bikes and other disruptive activity. The contract was brought to council for approval and will be monitored via monthly updates to the commission.
During public comment, a resident thanked staff and said visible patrols should help encourage volunteer cleanups and community use of parks.
