Consultant briefs commission on CPTED principles to guide park and facility design

John Condon, principal consultant for Trubico Consulting, explained the principles of crime prevention through environmental design (CPTED) and how the city can use them in parks and public facilities. Condon described the approach’s core elements — natural surveillance, natural access control, territorial reinforcement and maintenance — and said the goal is to design places that “naturally encourage safe behavior” without making spaces feel restrictive.
Condon showed local examples such as improved lighting on Mary Vine Street and the use of monument entries at Concourse Park to reinforce boundaries. He recommended site assessments (day and night), plan reviews, community education, data analysis and small, inexpensive interventions where appropriate. He advised commissioners to coordinate design changes with first responders to preserve emergency access and to consider ADA and maintenance implications when selecting plant materials or fixtures.
Commissioners asked whether CPTED would be applied across all parks; Condon said such decisions are management choices and that his team is available to support staff training and plan review. The consultant emphasized public outreach and blending CPTED recommendations with community input at the design stage.
The presentation concluded with an offer to provide the commission with the CPTED checklist and additional materials for future reviews.
