Huntersville staff outline 2040 plan progress and delayed downtown transportation study after grant wins

Planning staff at the Jan. 30 retreat reviewed progress on Huntersville’s 2040 community plan, downtown master plan and associated studies.
Staff (Unidentified Speaker 6) described the difference between "studies" (information gathering) and "plans" (executable projects) and said studies will feed the CIP for implementation. The town has updated its design guide and won recognition for the work; staff said the guide helps developers translate code into real projects.
On transportation, staff explained the downtown transportation study was delayed to secure outside funding. A $160,000 grant reduced the town’s net cost from $200,000 to about $40,000 and an additional $240,000 Safe Streets for All grant requires an in‑kind match of staff hours rather than town cash. Staff said the downtown transportation study will begin July 1 with committee formation and RFP issuance in the next weeks.
Staff also previewed feasibility studies for greenway tunnels under busy corridors and a pedestrian tunnel under Highway 73 tied to an upcoming rezoning. These projects are grant‑funded in part (CRTPO and similar sources) and will proceed through study and permitting steps.
What’s next: the transportation study RFPs will be released ahead of a summer start; staff will present more detail at upcoming meetings.
