Franklin County commissioners table aviation easement to Winchester Airport Authority after power-delivery concerns

An item to grant an aviation and hazard easement to the Winchester Airport Authority was tabled Monday by the Franklin County Commission after commissioners said they lacked information about utility impacts.

The county introduced Resolution 1k0126 to grant the easement; a motion to approve had been made and seconded. An unidentified commissioner spoke at length about the possible permanence of an easement and its potential to interfere with future electrical service to a nearby parcel the speaker called the 'Moon property.' The speaker said, "I don't think we can take this back," and added, "I'm definitely gonna be a no," citing worry that the easement could block high-voltage lines needed for future development.

Commissioner Keller said he "didn't think it's gonna be a problem with power," but agreed more information was needed. After discussion, Commissioner Anderson moved to table the resolution and Commissioner Wiseman seconded. Following an electronic vote, the chair announced, "Motion carries." The chair also offered to contact Winchester Power and Duck River to get utility representatives to brief the commission in a future meeting.
