The chief explained the city will need to submit a plan and cost estimates to the ESD for board consideration; the ESD will vote to allocate funds if it approves the plan. He and the city manager described phasing options tied to a planned relocation of the police department and the fire department’s possible use of that building in the future.
Council members reacted positively and noted that ESD funds reduce the portion the city would need to borrow or cover locally, but that the ESD’s approval process and program rules will determine the timing and scope of any expenditures.
Next steps include preparing a formal project plan and cost estimates for submission to the ESD board for approval before any funds are disbursed.
