Planning commission approves annexation and PRD rezoning for 102-acre Catalyst/Goodall Homes development at Del Thomas Road

The Smyrna Planning Commission on Feb. 5 approved an annexation, PRD rezoning and plan-of-services recommendation for the Catalyst Design Group/Goodall Homes proposal at 7025 Del Thomas Road.
Staff outlined the request as an annexation of approximately 102 acres currently zoned RM in Rutherford County, and the requested PRD would allow 162 single-family lots and 40 townhomes (an overall density staff calculated at about 1.98 dwellings per acre; removing certain common-open-space acreage increases the density in the developed area). Kevin explained developer responsibilities: off-site sewer extensions and easements must be secured prior to building permits; stream crossings require ARAP permits; and a second entrance must be constructed before issuance of the 100th building permit. The required minimum fire flow for the project is 1,000 gallons per minute at 20 PSI; staff noted the town would participate in upsizing costs only in limited circumstances and that Consolidated Utility District (CUD) would provide water service.
Developer representative Wesley Blizzard said Catalyst and Goodall Homes had will-serve letters and had proposed the right- and left-turn lanes required by the traffic study, including a left-turn at the Courtyards of Stewart’s Creek to serve as the development’s second access. He also confirmed letters from Rutherford County and Smyrna’s fire departments addressing the 1,000 GPM flow for the amenity cabana.
Commissioners questioned traffic stacking lengths, bridge widening needs for turn lanes and whether future McEwen connector plans would alter traffic patterns; staff and the developer said the traffic study recommends the proposed turn lanes and that some bridge widening could be required if more extensive intersection work were later mandated by the county. Commissioners also compared the PRD density and environmental buffers with what an R‑3 or county RM designation would allow and noted trade-offs in preserving greenspace versus compact development.
After discussion Commissioner (mover) moved to approve the annexation, PRD rezoning and plan of services with staff comments. The motion passed by voice vote. Staff will require the off-site easements, ARAP permits for stream crossings, completion of required road improvements per the traffic study, and the required second access before the 100th permit.
