Council approves changes to protocols clarifying mayor pro tem rotation and liaison appointments

The Monrovia City Council on Feb. 3 approved changes to council protocols (Administrative Policy File No. 1.31) that set the mayor pro tem position as a one-year rotation based on seniority and clarify one-year council liaison assignments to outside bodies.
City Attorney Craig Steele said the updates align the written protocol with longstanding practice and reduce political ambiguity in the document. "We've proposed changing the protocol document to provide that the position is a one-year position with a rotation based on seniority," Steele told the council.
Steele also described edits to Section 8 clarifying that liaison assignments are one-year terms, that the council should use a consensus process to make assignments and that appointments to outside organizations (for example, Cal Cities and regional councils of governments) may give deference to leaders with an existing commitment to a role.
Councilmember Edward Belden moved to approve the changes "as presented." The motion was seconded and approved by roll call; each member voted yes.
Steele said staff had also cleaned up references to offices and removed outdated language in the redline version included in the council packet.
