Planner Harding introduced the application and said the packet includes ARB correspondence. Mark Whitney of Whitney Architecture presented the design and said the plans were revised after consultation with the Aragon Architectural Review Board to add masonry on the front façade and adjust window proportions to better match the row‑house context. "The project started as wanting to be somewhat of a modest house," Whitney said, and the final design adds masonry and vertical window proportions to address ARB comments.
Staff noted the proposal includes brick and lap siding facades, a front stoop with balcony and an asphalt shingle roof, and that an ARB letter of approval from Michael Crawford is included in the packet. Board members asked a few technical questions (floor‑to‑floor height, transom alignment, and sensitivity to an adjacent neighbor’s solar panels) and discussed the package’s completeness.
A board member moved to approve the aesthetic package and another seconded; hearing no further discussion, the board voted unanimously to approve the application.
That approval clears the aesthetic and site review step; any building permits or other required approvals remain subject to standard city permitting processes.
