Lewis County amends intermunicipal agreement so Town of New Bremen can seek FEMA reimbursement for 2024 flood repairs

The Legislature approved Resolution 34 to amend an intermunicipal agreement (IMA) with the Town of New Bremen to document county engineering, labor and materials provided for 2024 flood emergency repairs and enable New Bremen to include those costs in FEMA reimbursement requests.
Planning and engineering staff explained the county entered into IMAs to streamline engineering work for towns and villages after the 2024 flooding; the IMA language requires municipalities to reimburse the county for engineering costs so the county can be reimbursed through FEMA. Staff said the county had accumulated over $171,000 in labor and materials on certain projects and that New Bremen has authorized signing the amended IMA.
Board members asked whether the county could loan money to towns or otherwise provide additional help; staff said they had not found a legal mechanism to loan funds but would continue to look. The amendment was intended to allow towns to submit documentation to FEMA so the towns — and, by extension, the county — could be reimbursed.
