Council approves multiple daycare and housing site plans, signs lease maintenance deal at Ocean Walk

Riviera Beach — The council approved several development applications and a lease amendment in one meeting night, voting unanimously on multiple staff‑recommended items after presentations and limited public comment.

Development services presented site‑plan and special‑exception requests to establish large family day‑care homes at 1409 West 35th Street (DDK Learn and Play Center) and 350 West 28th Street (Bare Necessity Family Day Care LLC). Staff reported both proposals met zoning and land‑development standards and recommended approval; council votes were unanimous.

The council also approved a site plan for a 36‑unit townhouse community at 4142 Leo Lane. Applicant representatives said the units were planned for for‑sale townhomes targeted at working families and first‑time buyers, with an estimated 3‑bedroom price range roughly $400,000–$500,000. Councilors suggested the developer consider reserving several units as workforce housing and noted county homeownership subsidy programs could be used.

Separately, the council approved a landlord consent and fifth amendment to the Ocean Walk ground lease to add a maintenance agreement. City staff and Related Group representatives said the maintenance terms tighten enforcement for lighting, signage, cracked sidewalks, grease‑trap issues and 5‑year repainting obligations; Related Group told the council repainting will be completed by June 30, 2026. Councilors asked that staff continue active enforcement of noise and sidewalk issues.

Votes on the daycare and townhouse items were unanimous; the Ocean Walk maintenance amendment was likewise approved following discussion about enforcement and a property manager’s timeline for repairs.
