Council delays $3.4M security contract and $544K janitorial award to seek vendor answers and local participation commitments

Riviera Beach — The council paused two sizable procurement recommendations after extended questioning about responsiveness, local hiring and vendor engagement.
Procurement Director Latonya Ammons summarized the security solicitation (RFP 1173‑25). Eight proposals were received; after responsiveness checks related to bid bonds and price completeness, Centurion Security Group emerged as the only responsive/responsible bidder and the department recommended award of a contract with an estimated total value of $3,433,397.48 over five years (year 1: $670,467.20). Ammons said an untimely protest was denied and explained how bid bonds affected responsiveness determinations.
Councilmembers pressed staff on the policy choice to require bid bonds for a services contract, arguing that bid bonds can discourage small, local firms from bidding. "Bid bonds for this type of project ... is asking too much for a small business," one council member said. Others said the prime contractor can hire local subcontractors; councilors asked staff to return with clearer local‑participation commitments and employee wage scales.
No representative from the recommended awardee appeared at the meeting, which several members said was concerning for a multimillion‑dollar contract. After procedural debate about renewal timing and whether renewals should return to council, the council unanimously voted to table the security award to the next meeting and directed staff to ask the vendor to appear and answer specific questions (local participation, staffing plans, wages).
A separate procurement presentation recommended awarding citywide janitorial services (RFP 1174‑25‑3) to American Janitorial Inc. (minimum contract expenditure $543,953.37). Councilors asked whether "citywide" meant public restrooms and parks; staff confirmed it covers city facilities including park restrooms and said staff will ensure restrooms are open and maintained. That award was also tabled for further review and vendor engagement.
Council direction to staff included requesting the vendor appear at the next meeting, asking for wage and staffing plans, clarifying local subcontractor use and ensuring notice to recommended awardees ahead of council consideration.
